Each Regional Administrator holds exactly twelve counties. Assignment changes require a Compliance Committee residency re-verification.
Mobile Dispatch System
Requests are matched to archivists who already live where the record lives.
The residency tag is the routing key. A request never leaves its county for someone who has to drive three hours to reach the courthouse.
Boots on the Ground — Dispatch Intake
Submit a request for a county-held asset. The board routes it to a verified Field Archivist carrying the Pick Home, Stay Home residency tag for that county.

Four steps convert scattered community assets into one searchable library.
This procedure is executed by the Social Media Moderation Team and certified by Compliance before any feed is locked.

Audit and merge redundant assets
Identify duplicate county groups covering the same records, confirm the surviving asset, and transfer administrative rights to the regional directorate.

Pin the master link set
Post the canonical index, the dispatch intake link, and the citation standard to the top of the surviving asset before any migration begins.

Redirect and notify
Announce the convergence, hold a notice window for member objections, and route all traffic to the surviving asset.

Lock the feed to read-only
Freeze the retired asset as a searchable digital library. Content stays discoverable; new posting is permanently closed.
